Carmakers are in the wrong to cheat, but at some point it does raise questions whether the regulators set standards are realistic to meet.

They’re realistic, because obviously they can do it. They just would just like to get high marks AND save $37 a car.

It would be interesting to see at what point in the manufacturing cycle these automak ers are sending vehicles for testing. I can see something like the labeling happening during the early production launch, but it would show up on more than just safety parts...
